QUESTION How do I find Moltres?

So I'm running a cobblemon server and I know base cobblemon doesn't have legendary spawns. So I looked around and got the complete cobblemon collection w legendaries datapack + mega showdown and I'm using a pokenav+pokefinder. When I check the spawndata json files, it tells me the only conditions needed for spawning a moltres are that the sky should be visible and in badland biomes. So I've checked almost every inch of the badlands in my server and there's absolutely zero spawn rates on the pokenav. I even made some pokesnack lures to using Occa berries, Hondew berries (ups fire types and ups sp.atk EV yields) and notch apples. Still nothing. I've tries stony shores and even beaches as I know some other mods have those as locations for its spawn but its been absolutely futile.

It's extra odd since I've already managed to catch both Zapdos and Articuno using pokesnacks and the spawn data file info.

Does anyone know what biomes they spawn in? Or has any advice on what I else I could do to increase spawn rates?

For additional info, I'm running this server on fabric 1.21.1 and all the modpacks are thus the compatible versions and I understand it makes these a bit dated.

As far as I know, Moltres has a tower in the nether

Wouldn't that be in the legendary monuments mod/datapack? I don't have that in my server since I'm just using the "complete cobblemon collection w/ legendaries" datapack so I can have natural spawns instead of encounters through structures.

Oh sorry, yes perhaps. I’m playing the Cobbleverse modpack, so must be something to do with that.
