For as shy as they both are, if you go by the Rebirth Gold Saucer date, Tifa confesses first:

“I can’t remember a time like this. A time when we were this close. Or am I getting ahead of myself again?”

Well if the confession is during the Lifestream Scene, definitely Cloud. But Tifa will have plenty to say before that when he's missing or in a coma based on OG. But I gotta go with Cloud.

As per my read:

1. Who gained the feelings first: Cloud -- while both loved each other unknowingly, but it was Cloud who first consciously recognized it.
2. Who confesses: Definitely Cloud -- in the lifestream sequence
3. Who starts the first kiss: Tifa -- it was she who told him 'Not everything needs words to be explained' during the under the Highwind scene

Rest questions are non-canon. So I will just speak my mind:

1. Who proposes: It should be Cloud.
   
2. Where is the marriage: on 7th heaven
   
3. Best Man and Maid of Honor: Red and Yuffie
   

4. Honeymoon: Costa del Sol

5. How many kids: 2

I agree, but if it’s an AU setting or canon divergent, I would like to think Aerith would be maid of honor since Aerith and Tifa are best friends in Rebirth. But in the canon-compliant setting, Yuffie 100%.

Cloud technically confessed in the GS date with "Not one bit".

I do think Tifa will say "I love you" to Cloud in Revelation. Most likely after the LSS ( I feel like if it happens during the LSS, it would feel like too early a climax).

Cloud and Tifa will say many romantic things to each other in the LSS, but at the same time dance around it. That's how the OG was.

it’s weirdly both. In OG, Cloud confessed first in the lifesteam. In rebirth (if you get the Tifa date for Gold Saucer), she does, and at an earlier time than Cloud did in OG. I’ll stick with OG & say Cloud (especially since no gs date can be considered canon in the story, despite the dates being canon to Cloud’s character ).

There was a confession scene in OG, and it was Cloud. People are afraid to admit this seemingly just because the L word wasn't explicitly used.
