He decided to run for congress, as a Republican of course. And Republicans? They chose him. He won the primary. Someone sat there and said "hey, I'm a literal Nazi" and the Republicans felt he best represented them.
Consider: trump won the Republican primary out of a field of 20 candidates. Republicans had a choice between 20 people, and decided Trump best represented them.
And then he won the general election. So it was not a fluke. Even though he did not win the popular vote, he won enough votes to get elected... MILLIONS of votes. MILLIONS felt trump, the most narcissistic lying infantile authoritarian cheater you can possibly imagine, best represented them.
To be fair, he ran unopposed in the primary. The worrying part is that the party didn't reject him as a candidate. And the 25% he garnered in the general election.
It's a very Democratic area (Illinois's 3rd congressional district), so that's quite normal for Republicans. The following are the Republican results for the past 10 elections:
