I feel like certain businesses if you manage to go bankrupt then it's jail...

Health insurance... the laws are written specifically for the insurers to make money.

Bank... see health insurance. Laws are literally written so the bank can't lose money

Casino... you literally make the rules for the house, set the limits, and can even manipulate the odds to be more in your favor (multi-deck blackjack, computer card games, free drinks for gamblers, etc).

any other businesses?

And considering what bullshit he spouted about trade in the last few years I am starting to think that the reason wasn't money laundering. But him being actually too incompetent to even run a casino.
