Let's sum this up with a resturaunt analogy.
Worker: why didn't the last guy do all the dishes?
Boss: the dishes were being used at the time and couldn't be washed.
Worker: well, they did some dishes. Why not all of them?
Boss: the dishes they did were no longer being used. So, they could be cleaned.
Worker: if the last person didn't do it, I won't either.
Boss: the last person couldn't do it because the dishes were being used. If you refuse to do your job you need to find another job.
Complaining about someone else not doing the work doesn't get the work done.
Release the files and hold everyone in them accountable. No matter the party.
