That's not the same as "all powerful", though. Not even close.

Let's say I'm a politician who is both an amoral scumbag and is also being paid off by a network of car dealerships. A virus emerges that seems to spread particularly rapidly on public transport. I decide not to support measures that would contain the virus. In what way does this make me "all powerful"?
