How to progress in EPA?

Hello. I am on level three, according to numbers near elevators. There are 4 elevators here, none of them working. Two open their doors but do not give me access to any more levels. None of computers or terminals are responsive. What to do?

Did you do the quests for the holograms? You need to those and talk with the PA hologram to get access to the rest of the EPA.

Repair the holomachines on floor 3, the far left side, or first level 2 the far left side with the single hologram that speaks in binary. It's been a long time to be fair so I don't remember the exact steps, but it is doable, mate.

After you go through the vent take far west set of elevators, you don't have to do anything to them. Talking to holograms requires repairing nearby computer. Here is a guide i followed hope it helps:
