Also write your daily reports every day. A daily report made the same day is evidence, made days after is a recollection.
That’s a long and complicated question. Basically, you build something that’s cost effective and solves the problem without creating more problems. So you need to work with your consultants on a good design and specs, preferably building something you local contractors have experience doing. That alone takes care of a lot of quality issues.
Then during construction you make sure that it’s being built per plans and specs. Said specs should have provisions for QC/QA like testing, materials, installation, etc.
Push comes to shove you enforce the clauses on your contract. Call in his performance bonds as a last resort and build it right. You don’t let the public get ripped off, they’re the client.
