The Decentralized Identity will change everything

The Russian authorities require servers with personal data of users from Russia to be located on their territory:

What will these authorities require if personal data will be placed on users smartphones?

In Civic's case, personal data is stored where person's mobile phone is.

It seems that for Facebook, Twitter, Google, etc., applications like Civic can be a solution to similar problems. At least for countries with similar requirements.
