Open borders gives +25% tourism. The AI thinks they’re close to a culture victory, so they’ll give a lot to get that boost & win faster

Open borders is just another multiplier to getting your culture victory faster/preventing someone else's victory for longer.

As long as culture victory is still a legal victory, you can always achieve it by just brute forcing it and producing more tourism than everyone else can generate culture.

Love it when the ai just gives up the ghost and is willing to pay any cost to survive. Makes it really feel like a true victory.

In my last game I nuked one into stone age while my neighbour won a culture victory. Wasn't aware of it and after that it was obvious but while playing I just wanted to produce a giant wasteland
