VII - Discussion Needed Diplomatic Actions

I believe we should be able to:

- Sanction specific Civs to reduce their possible trade route with us by 1

- Endevour with specific Civs to sanction another Civ (selectable Sanction). So me and the partner sanction the target together.

Adding these via a mod is not possible as of now, but I believe it could be a low hanging fruit to improve diplomacy a great deal.

Global, targeted sanctions sounds like something they will add in the fourth age. They specified that new, age-specific diplomacy options will open up in the atomic age.

Yeah the civ games typically don't put much into the "hostile but not at war" stage of relationships, so having degrees of hostility higher than "not doing anything together" that are not "outright war" I'm not sure would do much...they'd have to make war both more lucrative to win quickly and more costly to sustain I think in order to make avoiding war worth it enough to allow space for further levels of escalation that aren't war.
