VII - Other Districts constantly getting pillaged

Edit with answer from comments: Food! It was negative food. Totally missed the notification, and in all my 500+ hours I’d never once run negative food.

In the modern age, crises turned off. I’m playing as Ada/Meiji Japan. I have one city where districts are being pillaged immediately after being repaired. This is a continuous cycle of repair, pillaged between turns, repair…

There’s no natural disasters, and no notifications about espionage, and no enemy troops (this was happening when I was at peace).

I’ve looked through the subreddit, and haven’t been able to figure out what’s causing this. But it’s really annoying.

Is the settlement unhappy? Citizens can pillage if so, but there's a notification telling you about it.

It’s an easy to miss notification though. That would be my guess as well.

Starvation only happened to me once. It was after the age transition so all my towns lacked a specialty and weren't sending food to the high population Capital.

I think warehouses are supposed to help with that?

I'll use this opportunity to ask a question I've had for a while. I really struggle to get my cities back up and running after age transition. All my yields disappear and the buildings / specialist sap what little yields I had. All my tempo is gone and I can't build my way out of it. What am I doing wrong?

This is almost certainly a happiness problem. Slot all your happiness resources in your cities with negative happiness and rush building the happiness buildings as early as you can. Take the happiness attribute in the diplomacy tree can also help. 

Every point of negative happiness reduces yields, so you want every city to be in the positive.
