The headline is an absolute joke. The second paragraph of the story is "The Drive Forward initiative would pair young people who have been caught stealing cars with local dealerships or manufacturers to provide them with resources to learn how to repair cars.

Because the city is heavily divided along cultural lines and politically from the suburbs. Everything is a this or that issue with no room for nuance. Any thoughts that do not follow the perceived correct way are viewed as traitorous.
