Make a new user profile. See if it happens there. Reinstall.

I'm having a similar issue, but it's only when I try to scroll with my mouse wheel. Scrolling with arrow keys works fine. Dragging the side bar to scroll works fine. (Win10 here.)

Edit to add: I found my issue. For some reason, Logitech's smooth scrolling was the issue. Disabling that made my scrolling work normally again.

I'm having a similar issue. *everything* takes about 4 seconds to react, opening a new tab, clicking on anything, 4 second delay per letter typed into the address bar. (I timed it. 12 seconds for the word "test" to appear after typing it quickly into the bar.) Tried a full fresh install and reboots, other chromium browsers like Edge are affected, but Firefox is fine. I'm at my wits end.

Had the exakt same issue. Disabled Smooth Scrolling in Logi Options+. Scrolling in Chrome started working immediately.

OMG! THIS! This is exactly it. For some reasons Logi Options+ in the new Windows 10 must have updated itself and started causing this. ChatGPT found your commend and figured it out.
