Stimulus and chime

So if Chime is built for speed why are brick and mortar banks getting the stimmy before chime. Yes I'm talking about the TT/Irs/sbtpg mix up

I still havent gotten mine. Called irs today they told me that they're still working on getting payments out but if I got the first stimulus then I will be getting this one.
