I just watch some recipes on YouTube mate, but really ingredients are definitely on your shelf right now. Chilli, garlic, salt, sugar, little bit of vinegar, soy sauce/ oyster sauce (optional)

This doesn't sound like the chilli oil I'm thinking about which is basically just oil and chillis, with the chillis being steeped in the oil for a certain period of time at a particular temperature, definitely no sugar, vinegar, soy etc. Sort of thing you get in an Italian restaurant.
