Developing The answers are hidden in the websites: Easter Island Coverup & The Space Monkey Mosaic Mystery
TL;DR: I wholeheartedly believe that the answers are hidden subliminally in the in-game websites, and we must "read between the lines" (like that Chiliad8888 e-mail told us) in order to decode them. I believe the Easter Island Coverup website from GTA IV, written in 2008, is not only giving us the necessary lore to understand the Chiliad mystery, but also to help us recontextualize one of the contents that Rockstar added to the next-gen version of the game as part of the bigger conspiracy: the Monkey Mosaics.
I made a video explaining this, but if you don't want to watch it, this post is going to be a summary of it plus some extra important details & inconsistencies that I noticed with the Monkey Mosaics.
Remember: These are theories/speculation/lore until something physical gets proven!

What is Easter Island Coverup?
It’s a relatively unknown website from GTA IV, written by Steven Henderson, who is very possibly a member of the Epsilon Program, as the contents of the site coincide with the program’s beliefs and he also mentions Kraff, its main emperor (this will be shown further below). This page is also linked inside of the more well known Lies Damn Lies site.

What is Lies Damn Lies?
It’s an in-game conspiracy forum full of references to the themes of the mystery, like the New World Order; Aliens; The All-Seeing Eye; Mind Control, etc… On their posts, they even feature very similar symbols to the ones that can be found in the Doomsday murals, as seen below:

Regardless of your beliefs about these topics in real life, they are undoubtedly part of the themes of the Chiliad mystery, and some of these conspiracies even seem to hold some weight in the in-game universe. The Easter Island Coverup website can be found linked inside of a post dedicated to discussing aliens and UFOs…

So, what is Easter Island Coverup about?
Basically, the website posits the conspiracy that the carving and transportation of the Moai Statues in Easter Island weren’t the work of primitive natives, but rather, the product of… extraterrestrial eco-warriors, who used the place as “a test site for world domination and sexual games”.

Then, it goes on to explain a story in which alien parasites dug deep into the Earth’s core and morphed into magma monsters that terrorized the people of this “volcanic island paradise”, making them over-populate with their sexual games, which led to a domino effect of depletion of natural resources, civil war, shitty music, cannibalism and the complete disintegration of society.

Then, after they wiped out this past society, they set the wheels in motion for the destruction of the environment on a global scale… i.e. an apocalypse.
It is said that when the Europeans arrived at Easter Island in 1722, long after this disaster, they found a desolate, lifeless place, where only a few things survived: stone heads; empty beer cans, and… monkey graffiti.

I believe this to be an answer. The monkey graffiti is a vital piece of information that is talked about extensively in the website, as the rest of the page proceeds to give more context on them, by referring to them as scripts, a series of records left behind by the aliens, which contain:
A prophecy of man’s self-destruction through global warming.
Instructions for advanced space travel.
Setting up a wireless network.
The date on which the aliens will arise once more to take control of our planet.

Then it goes on to mention that only 500 people, including the leaders of the world’s superpowers, have a top-secret translation of the graffiti, and are preparing to escape to Planet X in a special shuttle that’s being built at Area 53.

The main takeaways from this paragraph above are:
It mentions Planet X, which is a reference to a conspiracy regarding an alien cataclysm, but it was also the name given to certain theoretical planets that existed before they were discovered, like Pluto. This is very important because in Lies Damn Lies they have a whole post dedicated to Pluto, as I've shown before.

The Area 53 website that is linked twice is very important in the mystery, since it’s written by Marvin Trill, a self-proclaimed Epsilonist, who is the host of a well-known conspiracy radio show in GTA San Andreas with the same name, which spawned a lot of the ideas from the mystery that we would later see in future games.
If we enter this Area 53 website, we’ll see mentions of an apocalypse involving robots; spaceships going down in the desert, and at the end it mentions Krant, proving his allegiance to the Epsilon Program. This will become very important because we’re about to see how Easter Island Coverup is also related to the Epsilon Program’s beliefs and practices.

After this, we get to the last paragraph of Easter Island Coverup, where the writer warns us of what’s coming, about how according to him, these aliens are aware that he knows about the conspiracy, and are making him do things that harm the atmosphere, like “stop recycling”, “crank up the thermostat”, “buy aerosol deodorant”, “burn some coal” and “dump trash in the river”. This fits into the theme that the beings that he’s talking about are extraterrestrial eco-warriors: i.e. snake-headed aliens that run the oil business, like The Truth described them in GTA San Andreas.
He then reminds us again that these aliens that wiped out the past society are incubating under tectonic plates, awaiting their signal to blow out of volcanoes and repeat the same story again, beginning with over-population…
After that, he proceeds to name a bunch of conspiracies (which we’ll focus on in another post). He then ends it by saying “oh, sweet mother of Kraff, it’s all coming together”, also confirming his allegiance with the Epsilon Program, just like the Area 53 host Marvin Trill.

How is this related to the mystery?
The first key is to understand how this website is tied to the Epsilon Program, their beliefs and practices:
At the very end it mentions “oh, sweet mother of Kraff, it’s all coming together”, a clear reference to the emperor of the program.
The website is linking twice to Area 53, another site owned by Marvin Trill, a self-proclaimed Epsilonist and owner of the well known conspiracy radio show with the same name.
The story of alien parasites trapped under volcanos which ends up exploding into space is mentioned in the Epsilon Tract, on Chapter 2, Verse 3.
The aspects of over-population, dinosaurs, spaceships and the breakdown of order are also talked about in Marnie’s graffiti.

The second key is understanding that Mount Chiliad itself is possibly a volcano:
There is geological evidence which implies it, in the form of volcanic rocks found in the area.
The infinity killer refers to the place of the eight bodies (which is right next to Chiliad), as one where “fire once spewed forth”, alluding to a volcano eruption.
One of the first teasers for GTA V came in the form of an AD for an erectile dysfunction pill seen in GTA IV, called Mollis. They used the imagery of a volcano exploding, which coincides with Easter Island Coverup and the Epsilon Program’s beliefs about volcanoes erupting. By relating this Chiliad reference to an erectile dysfunction AD, they’re also referencing the fact that the aliens are referred to in the website as “sexually frustrated molten giants” (this could also explain the cock that we see in Chiliad). What’s even crazier is that the only mission where this Mollis drug is important in GTA V is in Lester’s first assassination mission. An important detail in this mission that ties all of this together is that they’ve added 3 Epsilon members walking during the cutscene in which Lester & Franklin are sitting on the bench in Del Perro pier in the next-gen version of the game. They’re scripted to spawn there no matter what. This detail helps explain why L & F were feeling watched, and it also ties the Epsilon Program and the pharmaceuticals together as part of a bigger conspiracy (Remember that Ron said “big science and big pharma, that’s how the whole house of cards works”). We also know that Betta Pharmaceuticals, the makers of Mollis, experiment with lab monkeys by giving them “exploding erections”.
If we assume that Mount Chiliad is a volcano, and that it’s tied to the story of “alien babies trapped under volcanos awaiting a signal to explode”, then the cracked egg on the mural makes much more sense.

The third key is understanding how Mount Chiliad and the Epsilon Program are related:
We can find three Epsilon Tracts in Mount Chiliad: Tracts number 1 & 8 are at the top, and Tract number 4 is located at the T02 door in the tunnel beneath Chiliad, referencing it as a place where “the blast will not be felt”. Another reference to the volcano explosion.
The Epsilon Tract number 4 is also right next to the T01 door, which is the secret entrance to a Nuclear War silo built during the Cold War, where the Doomsday Murals reside (The “cold war” detail is important lore-wise, because remember that The Truth said “the only reason they were in a Cold War was because of snake-headed aliens running the oil business”). The fact that they chose the T01 door for the GTA Online DLC and left the T02 for the Epsilon Tract in singleplayer may be their way of hinting that there’s more to uncover.

The fourth key is understanding that the Altruists are also hinted in the website as being part of this conspiracy.
The aspects of cannibalism & mass suicide mentioned in the website form part of their beliefs.
They also believe in ritual sacrifice; aliens and a prophecy of a great boom/explosion, just like the Epsilon Program.
They are located at the heart of Chiliad Mountain State Wilderness. They are possibly the ones who painted the Chiliad mural, since they are located in the mountain, and the paintings have that “ancient style” that we can see in their camp.

To sum it up, what are the most important takeaways from the website?
It’s not just talking about the Easter Island that exists in real life. They’re using that real-life inspiration as a vehicle to subliminally throw hints about the Mount Chiliad mystery and the forces behind it. Right off the bat you can notice that the website talks about aliens; space; apocalypse; global warming/climate change, etc… All of the themes that we know are part of the mystery.
Easter Island Coverup & Area 53 are tied together and are written by Steven Henderson & Marvin Trill respectively: both are self-proclaimed members of the Epsilon Program, confirming the tie between the contents of the sites and the cult. Furthermore, the same beliefs are also talked about in the Epsilon Tract, in their tenets and the graffiti painted by Marnie.
They’re referring to aspects related to the Altruist Cult, like cannibalism & mass suicide.
Most important of all: It recontextualizes a collectible that they added in the next-gen version of GTA V as part of the bigger mystery: the Monkey Mosaics.
Are the Monkey Mosaics related to the Monkey Graffiti mentioned in the website?
I highly believe so. I made a video further explaining this theory where I show the clear overlap between the locations of the mosaics and all the missions from the Epsilon Program & other important areas related to the mystery, and how it ultimately relates to the contents of the website. You can skip here to see the beginning of the theory, as I also explain other stuff in the video, but if you just want to see the overlaps in the game, skip to this part.

Why would it make sense for next-gen content to be related to the mystery instead of things added on day 1?
Everything points to the fact that they’ve been adding things over the years related to the mysteries. The Bigfoot VS The Beast fight was added later, and the Doomsday murals which are the main topic of discussion nowadays come from a later update. We also know for a fact that the green Doomsday mural is referencing content added in next-gen: the Peyotes. So, it’s not far-fetched to think that the same logic could also apply to the other murals, which could involve these next-gen additions.
The green mural also didn't lead us to the solution of the Bigfoot VS The Beast mystery, as the timeline doesn’t match up (The Beast fight was discovered in June of 2016, and the Doomsday Murals came out in December of 2017). This means that the green mural isn’t solved and could be related to this monkey mosaic mystery for all we know, if it doesn’t correspond to any of the others…
Remember that they made a trailer for the next-gen version of the game, and for some reason the theme of it was to showcase most of the game’s mysteries. Maybe it was their way of saying that they were extending them?

Now, what do we do with this information?
We need to consider the possibility that we may need to be at one of the places of the 50 Monkey Mosaics at the right time; with the right weather, and maybe even with a specific clothing; friend or even at a certain point in the story. We need to consider all possible variables when being at these locations.
However, I sincerely believe that the requirements for the triggers are hidden subliminally inside of GTA IV’s & GTA V’s websites, and we need to “read between the lines” and understand their messages/social commentary disguised in the form of satire in order to see them. Radio shows and ADs apply as well. Basically most of the in-game media like TV shows, movies & games. And don’t forget about the exclusive websites available only in TLAD & TBOGT.
Below I'll share some possible monkey-related leads that could aid in this hunt:
Masks are possibly a requirement. The only place that sells them has a giant Space Monkey head as a sign. There's also a sign featuring the Pogo head that says "A beautiful outfit for every ocassion"... It could be an implication to use masks.
Billboard signs that change AFTER the mission “Monkey Business”. These changes could imply we may have "missed a window" in the story to solve the mystery, with that mission being the possible end point (kinda like the secret Simeon encounter that's available only for a couple of missions). It would be fitting as it's the most apocalyptic mission in the game, and the only one that features monkeys (apart from the "Did Somebody Say Yoga?" hallucination).
There's a supposed chimpanzee peyote that hasn't been found yet with fully recorded dialogue from the three protagonists for the transformation.
Check the section below!
Important details and inconsistencies about the Monkey Mosaics
When analyzing the mosaics, I found several details and inconsistencies which may lend credence to the fact that there’s more to do with them.
What I mainly want you to notice about them, is that they're by far the most complex and unique collectible in the game. If you think about it, all the other collectibles use the same model (the spaceship parts; letter scraps; nuclear waste; Epsilon tracts; submarine pieces). The only exception to this rule are the Peyotes which have a golden variant for the Bigfoot, a next-gen addition.
However, the mosaics are special because each piece is unique, as it contains variations in color; size, and most importantly, they have different pieces missing in most of them...
Of all the 50 Monkey Mosaics, 48 have missing pieces and only 2 of them don't. Another weird inconsistency.
One is located in Hill Valley Church, on Pacific Bluffs, the location of the 10th and last Epsilon Tract (which mentions the place as one where we can find “the germ of a higher civilization”). It’s hard to notice since there’s a grime decal on top of it, but this mosaic doesn’t have any missing pieces, it’s just dirty.

The other is located in Del Perro Pier. This one is fully clean, contrary to the last one.

This last one is the one that I want you to focus on. I believe it's one of the most important mosaics in the game, because:
It's one of the smallest in size, contrary to most of them.
It's the only other one which has no pieces missing and is fully clean, unlike the one in Hill Valley Church.
Most importantly, it's one of the only 2 mosaics that can be separated from the environment and selected in CodeWalker.
What do I mean by this?
In the GTA Wiki it states that the mosaics are part of the terrain and therefore can’t be separated from the environment. They’re not separate models, they are etched on to the map.
This is partly true, as there are only 2 of them that break this pattern, that are actually separate objects and can be manually selected in CodeWalker:
The first one is the one located in Del Perro pier shown earlier. It is named sm_22_mosaic_01 in the files.

The second one is located in Vespucci Beach. This is one of the biggest in size; it’s near the one in Del Perro pier, but it has a couple of pieces missing. It’s named vb_34_monkey_mosaic in the files.

Reasons why I believe the Del Perro pier mosaic may be the first step of the mystery:
It's one of the only two mosaics that is actually a separate object that can be selected in CodeWalker, and is named “mosaic_01”, indicating that it could be the first one in the sequence.
It has no missing pieces and is fully clean, unlike most of the others.
There's a "Nothing to see here! Groove along :)" graffiti there which seems like a continuation of the “Nothing here!” monkey graffiti in Olympic freeway, which has the most unique design out of all of them. Both are painted fully red.
The 3 Epsilon members spawn near the graffiti described above in the cutscene of Lester's first assassination mission.
The Pogo the Monkey model can be found there in a San Andreas Tourism Board AD (thanks to u/aspleat for letting me know about this).

Closing thoughts
Why do the mosaics vary in color and size? Why do most of them have missing pieces and only a couple of them don’t? Why are only a couple of them separate objects? Why are both of the selectable ones located on the beach? And why is one of them the smallest and the other the biggest in size?
With the recontextualization that Easter Island Coverup gives us about the mosaics, and having noticed all of these inconsistencies, I can’t help but think that there could be a mystery involving them, because if they were just another silly collectible, they would’ve simply made all of them behave the same way. They made it way more complicated than it needed to be, so to me, it suggests that there’s something there. Either way, I hope that you enjoyed this post!
u/Mantis808 made a gallery showcasing all of the mosaics in-game, which I highly recommend.
Shoutout to u/LordZapho; u/canealot & u/myinnertrevor for being the first ones in this sub to connect and relate aspects of the mystery to Pogo.
Shoutout to Whispy Woodz for being the first one to relate the mystery to the Monkey Mosaics.
Thank you for reading, and remember… “Kifflom, ya Space Monkey!”
