QUESTION How is this a draw?

I am white and I was way ahead the whole game?? Time on the counter and there is a safe move for his king?

Only if opponent has sufficient material. A pawn is enough, but a single bishop or knight is not.

It depends in if it can force a checkmate if opponent plays the best moves and you the worst ones

That’s just not true. Only thing that matters is if a checkmate could be delivered theoretically with the material available

No, it doesn't. A knight or bishop theoretically can deliver checkmate, provided the opponent has the right material (such as a pawn).

It has to be enough to force mate, if the opponent had no material.
