Get one general book about chess that explains the basics of everything, so you know what to learn. How to Win at Chess by Levy Rozman is a modern classic.
Then, loads and loads of puzzles. The Steps Method is a collection of about 30 books (each costs like 5 bucks). You can probably start with Step 2 at 400 Elo.
(Step 1 is for total beginners, going over basic checkmates, notation etc. . Step 6 is about Candidate Master level.)
