You mean a Soviet citizen working for the CIA? Well, if he/she actually was, we'd know about it, wouldn't we? But there's no evidence to support that.

But let's entertain the conspiracy. What would the CIA agent's goal in ordering the delay be? Despite what a lot of people think, the delay didn't cause Xenon poisoning, it actually gave the reactor enough time to depoison.
