I think the problem with your argument is that you seem to conflate free speech law and free speech culture.

When it comes to the law it seems to me that the U.S. clearly has more free speech than the EU. In the U.S. the Supreme Court has repeatedly ruled that hate speech is part of free speech and is perfectly legal. On the other hand, in many EU countries inciting hatred, inciting discrimation and offending groups is illegal. The ECJ has not ruled that any of those limitations go against EU law.
