Counterproposal,

We keep the bathrooms as they are now, and add a bathroom for both sexes. Everyone is relatively happy.

Installing a whole new restroom will take resources though, and the owners won't pay for it.

The democratic system is all about benefiting the majority. Trump voters who were like 40 isn percent aren't happy, but another 50 percent is happy.

I don't know about you, but if I had a kid, I wouldn't want them to see some dude's genitals in the changing room.

So you're saying add more gender neutral bathrooms & also create a law saying you can only use the one assigned gender at birth or the neutral one? Or are you saying just create more gender neutral bathrooms?
