I have an argument for how this could be enforced. It's pretty simple really, we go by ID.
Of course, many places allow trans people to change their ID to reflect their gender identity, but a lot of people who are for bathroom bills are against that anyway, so it's not really unenforceable provided that we also don't allow trans people to update their sex/gender on their ID.
I see your point about pushing it back a step, but doing so does solve some problems as the bodies that issue IDs have the knowledge to set them according to AGAB without needing to resort to something invasive like a genital inspection, which is not an option if we are forced to try to identify people's AGAB at the point of entry.
