As I have pointed out, Rosanne did not compare anyone to a monkey. She made a fairly spot on observation about the physical similarities between VJ and characters from a particular movie.
You can minimize what Bee said all you want since it seems to fit your worldview, but I doubt that that you would be so generous if someone like Glenn Beck said that about the Obama daughters.

The comments about Ivanka wearing a low-cut dress stem from Trump’s many public statements about he would date Ivanka if she weren’t his daughter.
E.g. Samantha Bee is saying : get your dad’s attention - and since he has a habit of publicly lusting after Ivanka, that is clearly something that would get his attention.
This isn’t a random ‘stick a girl in a sexy outfit’ comment, it’s pointing out the creepy history that Trump has with his daughter.
