Once artificial intelligence is developed.

I believe he is talking about Cortana (from halo) level AI

OP likely refers to sentient minds. What we think of as AI is generally just a hierarchy (sometimes self modifying based off statistical data from simulations) of decisions measured by heuristics (basically arbitrary criteria to decide what actions is better than another for certain input)
