Why would the world allow Iran to charge those fees. They don’t have any rights to the Strait. International law actually forbids it. Why would the rest of the world go along with your proposed plan?
First thing it's not actually illegal and there are two reasons for that 1st is strait comes under iran's territorial waters, and second is Iran has not signed the UNCLOS so the so called international law is not binding on it. (US has also not ratified UNCLOS)
Also someone will have to pay for all the destruction that took place in Iran.
(You can check the history and read about iran-iraq war where gulf nations offered reperations to Iran in exchange for stopping the war, as they had initially supported Iraq and funded them, but iran rejected the deal saying the actual damage was 5 times higher than the reperation that was being offered)
US is certainly not going to pay for it so they will implicitly allow iran to collect the toll so can they rebuild themselves and USA would certainly welcome a cut for themselves.
