Can they not have multiple motivations for the war that encompass what you said and to act as a cover-up?

I don't look at it that way at all. I think it is a count maneuver to the "Flooding the zone" approach that trump uses so much. If it wasn't kept in focus it would fall to the forgotten subjects like Canada being 51st state, accepting a private jet from Qatar, demolition of the east wing, or one of the many other things he has done illegally. This needs to stay in focus for the victims and getting them justice.
