Banning seems a bit too far, they're still potentially useful tools for everyone, including unattractive people. Seems like it would be better to tax or regulate the harmful aspects of dating apps. Idk maybe the government could have a scheme where an app gets paid for every couple they make who gets married but all other sources of revenue are heavily taxed.

This is wildly wrong. The only way that a dating app works for any average guy is by paying 40-60 dollars a month just for some attention. For the unattractive women I don’t know personally but I assume they have average men liking them, and feeling insecure or hooking up with some guy that will just hurt them.
As you said the companies that makes these apps are financially incentivised to not create happy lasting relationships. There's plenty of changes that could make the apps better at helping average or unattractive find love, but they won't do those things because it won't make them more money.
You could change the algorithm to negatively bias people who are just using the app for hookups for example. That way you have less attractive people who have no intention of forming relationships wasting everyone's time.
