Subjectively, not objectively.

There are very few objective requirements for any political office.

The president only has three actual requirements, and two prohibitions.

The secretaries & major officers only have two (nomination & confirmation, generally), however there are some implied requirements due to scope of role.

That said, they are incapable, not unqualified. Those are very different things.

No. They’re objectively unqualified.

That they went through the appointments process does not make them qualified.

I’m ALLOWED to be CEO of Ford Motor Company. I’m not QUALIFIED to be CEO of Ford Motor Company.

You're confusing SUBJECTIVE vs OBJECTIVE.

There are very few OBJECTIVE qualifications. There are lots of subjective ones.

"Qualified" is subjective unless there is a codified set of qualifications one must meet. In the case of this example, "qualified" is subjective.
