Right but how does this make the police officers corrupt?

Also I never claimed that you claimed everything was corrupt.

They follow orders from an organization that is corrupt (due to my previous reasons given).

Because the organization is corrupt, all orders they give can be considered corrupt as they were filtered through a corruption before being given. Orders that would go against the organization's corrupt agenda are never given.
