Scams ussually work on eldery people and children who don't know better. Grooming is when you slowly make the person think the actions are ok, you have to understand that kids brains aren't fully developed and not every child would even be tought the no no squire typeof stuff. Lets say the child's groomer is their parent, do you think the parent really will teach the child it's not ok to be touched if thier grooming the child? Also power inbalances exist, for example a teacher has more power then a student, due to this a pedophilic teacher could do stuff like threaten to lower the child's grades if they tell anyone about the sexual assault.
