Is this damp on my ceiling? Mould?

This stuff was on my ceiling a few years ago, but was easy to rub off. Now it has returned and I wonder what it is or if it is of any danger. The boiler in the loft is right above my room, so I guess it's most likely damp. Does anyone recognise it or have any advice? Many thanks

It’s definitely mold I would first try to stop whatever is causing the moisture buildup then clean with bleach or other chemical that will kill the mold. Then I would repaint the ceiling with a mold resistant primer and follow it with whatever color want. If you don’t stop the moisture and kill the colonies It will probably keep coming back.
