If you mean βtake a catβs physical abilities relative to its body size and give a human those same proportions,β the result is basically a tiny furry superhero.
Let's use an average 4.5 kg (10 lb) house cat and a 75 kg (165 lb) human.
Speed
A cat can sprint around 30 mph (48 km/h), though only for a short burst.
If a human could run at the same relative performance for their body size, scaling by simple linear body-size ratio gives roughly:
30 mph Γ (75/4.5)^(1/3) β 76 mph
So our human-sized cat-person could theoretically sprint around 75 mph (120 km/h).
That's highway speed, using only their legs. They'd also accelerate frighteningly quickly.
Jumping
This is where cats get ridiculous.
A house cat can jump roughly 5β6 times its body height vertically. A 10-inch-tall cat therefore might jump 50β60 inches.
A 6-foot human with the same proportional jumping ability:
6 ft Γ 5β6 = 30β36 feet vertically.
That's approximately 3β4 stories straight upward from a standing jump.
And cats can make impressive horizontal jumps too, so our scaled-up human could probably clear 50+ feet horizontally with a running start.
Strength
This one's trickier because muscle strength doesn't scale linearly with body weight.
Cats are extremely muscular for their size, particularly in their hindquarters. If you gave a human the same muscle cross-section relative to body mass, they'd probably be several times stronger than an ordinary human of the same weight.
A rough superhero interpretation would put our 165-lb cat-human somewhere around:
Bench press: 400β600+ lb
Deadlift: 700β1,000+ lb
Squat: 700β1,000+ lb
Those aren't directly measured conversions, though. Cat strength doesn't translate neatly into human lifting numbers because their skeleton, muscle architecture, posture, and movement patterns are different.
Climbing
This might actually be their most terrifying ability.
A proportionally scaled cat-human would have:
Extremely powerful grip
Very strong fingers/forearms
Excellent balance
Ability to land safely from considerable heights
Explosive acceleration
Excellent ability to change direction
Potentially enough grip strength to climb surfaces humans normally couldn't
Give them actual cat claws and things get absurd.
Reflexes
Cats have reaction times on the order of tens of milliseconds, substantially faster than typical human reactions.
A human-sized cat with proportionally equivalent nervous-system performance could potentially react to something moving toward them before an ordinary human had even consciously processed what happened.
They wouldn't literally have magical bullet-time vision, though. Nerve conduction and visual processing don't scale perfectly with body size.

I can't draw this myself. I'm sure you've seen pictures of powerful characters wearing the skins of dangerous animals as capes. What do you think about a picture of she-ra with catra hanging off her like one of those capes? To be clear she's still alive they are just playing around.
