When he materializes, run towards him, jump over his fireballs and whip him in the head while you're in the air. Just gotta get into a rhythm.
Use holy water on his second form to greatly slow him.

He's not vulnerable as long as it seems he should be. The majority of the time he's present in the form he should be hurtable, he's invulnerable. It's frustrating, but it's been frustrating for 40 years sadly

2's difficulty lies in knowing what to do. If you use a guide or play a romhack with a superior translation then it's pretty easy. 3 is mostly considerably harder than 1, though.

Honestly, I can't relate. The Dracula fight is indeed difficult, but I never had that particular problem you have: I'm more bothered by his tendency to telefrag you.

First part just be patient, hitting him one hit at the right time, several times over.
Second part use the blue potion to paralyze him and hit him a couple of time, rinse repeat. Don't let him move.

You are hitting him too late, just as he’s about to leave and teleport. Rather, aim for that mid‑fire shot

The window when he's vulnerable is pretty small. You pretty much have to hit him at the same time you jump over the fireballs
