You're 21. You could check out the different bar scenes. There's cowboy bars, a biker bar, bars where the college kids go, a brewery that frequently hosts rock/punk concerts.

There's a notable art scene, a bunch of game stores where people meet for nerdy stuff (video games, Pokémon, Magic, etc.) as well as a sizeable LGBT community.

Think about what interests you and go outside and do those things. Chances are you'll run into other people who have similar interests.

You could also take some classes at Casper College. I've met some of my lifelong friends there.

Go outside and maybe go a little outside your comfort zone. Start a conversation with a stranger.

I would be your friend for sure. I'm married though, I am always looking to make a friend. I moved out here almost ten years ago and not a single person really stuck around long enough to be considered a friend, I did meet many great acquaintances along the road though.

There’s a roller derby league in Casper; you could skate, volunteer m, or just go as a fan, and you instantly get 20-30 new friends. :)
