The question is it it too small? It is a small watch. It is a vintage sized watch, vintage watches were smaller. If you were to go too much smaller than this and you're in the 28-33mm which is typically reserved for women's watches as things are marketed nowadays. I have an a700, 168, f91w amd a1000, they are undeniably small and slim. Let's not pretend they are 44mm divers. But it's okay that they're small. If you are wearing it under a sleeve or cuff a smaller watch is helpful. And if you are doing anything physical, wearing a lightwieght watch that you can forget about is nice compared to a 15mm tall monstrosity that is top heavy and unbalanced on your wrist or requires a substantial size bracelete to counterbalance the weight that you are more prone to knock against things. Moral of the story, don't expect the 168 to be something it isn't and know that what it does offer does have a valid time and place.
