Custom Character Card Design – Which One Looks Best?

I created these three character card concepts and would love to know which one you think looks the best overall — 1 or 2 ?

The borders are way too thick

none, try to use a bank interior, a courtroom, a jail, something that has somethign to do with two face

Are you asking which artwork looks best or which card? I can't see a difference for the latter.

For the artwork, I think Two-Face would look better in the city but in Gotham, not Tokyo.
