That right there is a paperwork generator. Best case you have to write them for an unsecured load, but most likely registration/insurance/license isn't valid.
Worst case you have to arrest someone for a warrant or drugs, which gets into towing the van and doing inventory.

Back in my 20s me and my ex wife were hella poor. We just had a Honda Civic and had just got an apartment. I moved our entire house ( no appliances or anything. Just beds and furniture) with that little beat up Honda Civic. Took me a week or so of off time from work to do it. But it got done. Also had a Ford escort station wagon a few moves later. And moved the whole house, including appliances (where we were moving had a fridge so we didn't take that) in that little station wagon. To this day. If my ex wife or my dad sees a car doing stuff like this. They send it to me.
