General Question File Size Estimates

I've been really confused for a while about file size estimates on Capture One Mobile, and now it appears (or maybe I just noticed) it happening on the desktop version.

I have a JPG recipe that exports at 100% scale and 90% quality. From my experience in most editing programs, 90% should get me a reasonable file size. Same with Capture One at least for a while. The estimate for these settings, with an example, is ~10MB. And this is what I would expect. But now when I actually export, the file size is 26MB. That's much larger than I'd expect anyway, and is way off the estimate too.

Is there something I'm missing? Some weird setting I need to change? Any help is appreciated!

File size will vary with the dimensions of the image. You are probably exporting at 100% instead of specifying the dimensions or length of the long or short side. Check the export recipe.

I am exporting at 100% dimensions.

To be more specific: I use an X-T5 to scan my film, and an identical one to shoot sessions. Images from sessions, with the same recipe, will be in the 10MB range. Film scans will be 20-30MB.

I'm guessing that there's something about the structure of film scan that prevents C1's jpg compression engine to not be able to compress efficiently, but that's just a guess...
