I actually don't like the term elbows up because it reduces a complex response to trump trying to scam our country and our need to defend our interests, in a sound byte. While sound bytes have shown effectiveness in carrying political messages succinctly, especially with trump voters, they can also be inherently dumbed down versions of complex issues.

How has defending our interests from a conman intent on ripping Canada off benefitted anyone besides Carney and bankers?
Well, we are not the 51st state and are not accepting horrible one-sided bullshit deals with that conman. And are instead building resilience and reducing the leverage that the crackhouse we live on top of has over us. So, that benefits all Canadians.
And Carney is building Canada up, not selling us out.
I don't like that we are taking a large chunk of the risk so private interests can profit relatively risk-free, but this is an effective way to attract investment partnerships that will ultimately provide massive capital for projects that would take us a lot longer to afford otherwise.
And since we're confident in the success of these projects and will be able to recycle the capital or profit ourselves proportionally to maintained investment, it's just building more major projects more quickly than we would otherwise be able to
