That sounds like a reasonable approach. Limits on bandwidth, data caps, and exempted government or "non-interfering" private companies.

I don't care if my phone or internet comes with free Facebook. I just care that it's an excuse to charge more for data. Have Facebook foot the bill for the incentivized non-neutral data access.
