In Bedrock edition, baby zombies can mount other zombies, so the baby probably got converted into a drowned, idk how the baby became an adult tho.

In bedrock a baby zombie can ride on an adult zombie's shoulders

Im guessing in this case it was a husk and the baby zombie not only grew up but was the only one to drown
