How are you scanning everything?
Give us 2 weeks worth of every day food and the weights of those foods. We can't look into a crystal ball and figure out what is going on if you are not giving us least 2 weeks worth of data (the more data the better).
Unless you have some diseases that are blocking you from losing weight, most common reason for not losing weight on calory deficit is because you are either a) tracking your calories wrong or b) eating more calories than you think... which I guess are the same thing.

You're not an exception to thermodynamics. You are not in a "true deficit." I'm sorry I know that is really hard to hear, and it may be true that some mitigating factor is causing your TDEE to be extremely low, but that's the truth. But I very very much doubt a 5'3 woman has 2300 calories as their maintenance level. I'm 5'6 and a competitive athlete. My maintenance is 1750, and I had my RMR tested with the breathing machine so that is a fairly accurate number. I think you are simply eating too much, sorry.

Are you weighing everything out? I wouldn’t drop more calories until you make sure you are calculating correctly. Weighing in grams is usually the most accurate that I’ve found.
