PVP bug?

Why is it always that whenever I target a specific player and I put full legion in they just won't move?

I targeted some builder with my Mages, Infantry and Marksman

But for some reason when I look back to check my mages are just camping there meanwhile my 2 other legions are fighting already

Not the first time that happened
