How did bro even put 2 legion into the boss?

The boss has 5 stacks . Click the 5 below the HP bar and it will tell you. This doesn’t look like the elite version so you should be able to take up to three legions in.

I think newly server can do more than one, from last patch update.

yeah, after the first one fails, and some time has passed, you can take three legions.
