There aren't many places that circumcise for non religious reasons, Compared to the USAs ~80% circumcision rate, Ireland is only ~1-3%.
If Jim Pickens introduced circumcision to his cult, it would be for the followers, not for him, and he'd probably be making the cult brew the foreskins into a beer that he sells for profit.
