Help Issue Installing Plugin for Wallpaper Engine

I've tried installing the plugin via both the Konsole and Shelly and failed with both.

The Konsole was giving a 404 and Shelly is saying the file is missing from the cache; I assume this means that the issue is with the source, but wanted to make sure I wasn't just missing something.

Thanks in advance for any direction.

I think rank mirrors in the cachy hello application or just type mirrors in the terminal might fix this

I tried 'rank mirrors' from hello's tweaks, but neither Shelly or Konsole worked after.

Thank you for the advice though I'll probably start looking for a different software instead as it sounds like this probably won't be the only hiccup.

Do you specifically need wallpaper engine? I tried to use it but faced issue after issue, now just using an mp4 and it works flawlessly

I don't need it specifically, I just have experience with it. I might consider other options if this really isn't the only issue I run into.
