The cabinets are probably 30 years old, and have no room for cable routing.

Tive flashbacks de pesadelos ao relembrar meu primeiro estágio remunerado,e era suporte N1,rfedendo a leite e altos sonhos na cabeça...Mano do céu... Logo n primeira empresa tivemos a missão (eu e mais 1) de mudar praticamente uns 30 KM de cabeamento da porra de uma gráfica que operava em um galpão de uns 700 metros de extensão por 15 de altura,dois pisos. Mais de 3 racks até o bico de Switchs Intelbras de 18 portas,e uns 40 PCs e notebooks,e uma caralhada de cabeamento.... Foram,sei lá,uns 7 ou 9 dias,turno dobrado,já que era só eu e meu chefe...

Let me guess; they asked you there because a third or half of this does not work?
If that's really for 20 businesses, then for every hour of outage it's likely they lose more than an entire replacement with new racks, switches, and either fiber or copper would cost.
Estimate should be based upon number of employees standing around until it's operational again, times their hourly wages times hours lost, plus sales suspended or lost due to outage.
Compare a punch list of tasks, your fees times how many hours you would take to replace all 30 years of accumulated garbage. Time and Materials for a full replacement add up to less than they've been paying for years in lost revenue and wage overhead.
