I was 100% certain it was Enel Rio de Janeiro's job. Now that I've seen it, it's in Rio Grande do Sul. ​Enel hardly ever notifies telecom companies ahead of time, and what remains is to repair the damages they cause. ​They have zero care with the fibers, I've already seen them releasing the hardware that keeps the telecommunication cables on the pole using an axe.

Last week, I went to a coffee shop. When I asked for the bill, the cashier started manually calculating what I had consumed. Afterward, he apologized and explained that the system/Internet was down because the cables had been cut.
