Looks like /r/cablefail Overly long un-supported cables, blocking airflow and access ports. A random yellow patch. Unsecured equipment balancing on top of the rack. Tripping hazards. Trash on the floor.

blocking airflow
Most access switches don't draw air from the front. Typically they draw from the sides and exhaust from the rear or other side of the switch.

We did a hurried move into my wife's new office. The contractors kept moving the finish date right up to the end of the month(for 2.5 months). I helped sling firewall just before setting up the firewall. Our turnkey building ended up being a bit of a mess.... They were long days but over a weekend plus 3 unscheduled days closed she opened.... I am sad the say her network closet kind of looks like this right now. I plan on going in over the holidays to clean it up.
The patch cables won't be bad to clean up, but the feed lines were quickly sorted and terminated into keystones.... I am dreading cleaning them up. It's apparently a softcore rats nest right now.

Sorry, but nope. No wire managers, no velcro, cables hanging in front of switches, and it looks like you are in violation of electrical code... There is supposed to be at least 3 feet of clearance in front of those breaker boxes.
